1. Go toAVATARPALACEand download the Blank Windows Client Prop File.
PALACE MUST BE CLOSED WHEN YOU DO THIS!!!
2. Click on SAVE.
3. Click in PROGRAM FILES and click on COMMUNITIES.COM 
4. Click on THE PALACE
5. CLick on SAVE...as you can see my blank prop bag is already there. 
6. You need to go here
7. Right click on the prop bag you had in there and rename it to what ever you want 
8. Click on the BLANK PROP BAG and it will open up 
9. This is what it looks like when you open it up...right click on it and choose COPY 
10. Right click and paste new prop bag in your palace files. 
As you can see I have more then one prop bag.
The prop bag you want to use must be named palace.prp and name
you other prop bags anything you would like
REMEMBER THE PALACE MUST BE CLOSED WHEN YOU DO THIS OR IT WONT WORK!!
